Had Trump not allocated the funds he would have broken the law. He was already crossways on the law by not informing Congress. Which was the line I was actually throwing in the water here with Biden and is why he is strongly denying it.
There is simply no damn way DoD could have “spent” the “allocated” money in FY2019 with or without the delay. Your government doesn’t move that fast. The fact check is simply ****. The Dems would have had Trump cold if he missed Sept 30. He did no such thing.

The funds were allocated and released in FY2019. That was the sum contribution of the WH. Funds still have to be “spent” by awarding contacts to suppliers for goods and services. Simply put that is a months process even in the fastest procurement path. It’s just the speed at which contracts work.
I can think of several instances over 30 years where we were spending our company money on a rapid reaction project because the contract process isn’t fast enough. The payment would literally show up reimbursing the company funds months later. We all knew it was coming. But it just takes time.

Had Trump missed Sept 30 on giving the funds to DoD they would have had him cold. He issued the order on Sept 11 thus their part was done.
But DoD is spending that allocated money months later. That’s it. Hell it’s documented. And that fact check is using loaded s hell statements on the legislation required to actually spend the money.

Yes it does. The document you are referring to was Congress empowering DoD to spend the money in FY2020 which was allocated in FY2019. No I’m not! Continuing Resolution! It isn’t a new allocation that was done. It’s SOP for “oh you didn’t spend it all so here is authority to spend it next year”.
