My own impression is that 1) parts of Chicago, like most big cities, has a crime problem and it occasionally spills over into other parts of the City, causing citizens to rightfully be concerned; and 2) Trump is using that as an excuse to further exploit his base into supporting "we are just fighting crime" to justify harsh treatment of predominantly black neighborhoods.

As my brother in law said there was only one area of Chicago that was dangerous.
