They need to be created. I don't have an answer, but WV kicked the can til now and now Trump is looking to kick it a little longer. Get a whole new generation of WV low-wage workers stuck in a career that isn't transferrable.

247 ac. per km2. Roughly 2,100,000 km2 of land of which 410,000 km2 is ice free.
Roughly 55,000 inhabitants * 10,000 = $550,000,000

247*2,000,000 (rounded down) = 494,000,000 ac... about a dollar an acre in total.

247*410,000 (ice free) = 101,270,00ac.... about 4 dollars an acre if calculated on ice free

I was expecting like $100-300B.
