Yes, it's not a given this will happen. And I retract my previous comment partially after further investigation. I think it's only DiPietro that stands to gain an additional raise of 15,000 along with the 2.5 % raise all top administration received this past summer (after the tuition hike). Like you say, there are conditions: the Board must approve it. The claim from the administration is that he is not paid on a similar level as presidents at other comparable universities. That may be so, but I believe these tuition raises the last few years are getting us further away from our roots as a state university. Furthermore, and more to the point, if the Board lets the football program burn while patting themselves on the back, I think they will see a backlash that will not be favorable to anyone, Board, administration, faculty, and students alike.
