Possible...but I can't imagine that it would be more than a seasonal passage at any point....and still closed in some years after that. The arctic will be affected a good deal in coming years by increasing global temperatures, particularly at the poles as ice begins to melt and the albedo of that region goes down....meaning more surface heat.
