Not like that. Throwing an INT when trying to make a play is totally different than dancing around on your own 40 loosely handling the ball with no TOs. At that point Allen has no chance to throw the ball. He’s 100% a runner. He needs to grasp the ball tightly and either go down or run for the sideline
