Come on. He didn't lead with the head nor did he drive at the RB. It was incidental contact.

You don't have to lead with the head. Given that it was a defenseless opponent and a high hit, that's generally targeting.

I don't like the rule either, BTW. According to common sense, that hit was fine. According to the way it's been called since the inception of the rule, I'm shocked they reversed it.
