Today in the Vandy game, the Vandy player was in the endzone and jumped back out to catch the ball before it crossed the goalline and they called it a touchback.

Correct, for NCAA. Its all about where the ball is. But in NFL, rule is different. Can't be standing in the endzone in that league.
