Only when it's outside the tackle box, right. QB's thrown the ball down behind the LOS, but in the general direction of RB's on blown up screens without getting a grounding flag all the time.

That's how I understand the rule, but doubt it would have mattered on that play because I don't think there was an eligible receiver anywhere near the punter.

not crossing the LOS is only okay if a receiver is nearby (e.g. screen) - no way that applies in this case.

smart move was to head for the endzone and take a safety. worked out that way but a pass from the punter would have been intentional grounding with ball being awarded at the point of the pass.
