Looks like it's just a case of having it ready for when there IS an announcement.

One persons speculation (that I agree with):
Locker room is set up just in case seems odd. I know they probably had to scramble for Dooleys but to set it up weeks in advance just seems like a lot of hassle for something that could happen "Mid- Dec".
