Most of these small airports don't have control towers. Fake news.

All airports that are deem "Regional" has some sort of ATC tower...mandatory. The airport in Tampa and the small one outside of Atlanta both have a small tower. Not fake news.

Correct. But they do have someone on the ground that coordinates with FAA on flight plans and many of them are "loosely" referred to as the "ATC" for that airport.
