I thought that at first, too. But then started adding it up. Keep in mind, this is ostensibly Gruden's all-star picks, so they'll be at the expensive end:

-- Offensive coordinator: $1M
-- Defensive coordinator: $1M
-- 7 position coaches: $250K each = $1.75M
-- S&C coach $200K
-- 2 graduate assistants: $40K each
-- Up to 10 "research assistants/analysts/quality control staff": $100K each, average (some a lot more).

Total bill: $5.03M

The part that probably surprises some is that last line. It's a newish phenomenon, but a real one. Here's an article that explains it fairly well:
