In any given football game, both teams will likely get away with 2 holds in a half. You don't usually get away with pulling a guy down.

What about the phantom hand to the face?

The holding calls missed on Dallas were as obvious as the one on Witten. Also both holds were on 3rd down situations where they would have converted. The officiating has been pretty poor so far.
