based on the "if a fan/booster tweets/Facebook's a recruit," I don't think just following/friend requesting would count but it is the NCAA so a booster even having a twitter/FB account could be a violation. Just be safe and delete them all now

I don't think it's a violation, and certainly don't think the NCAA has a prayer of policing it. Still, there's something a little sad about grown men following these kids on facebook and twitter.
