I doubt it makes any difference, especially in football. I'm sure there are lots of kids that have preferences, but I don't think too many people are so irrational, that they'd make a decision about the next 3-4 years of their lives based on apparel.
About the only rational reason to make that a significant factor in one's decision would be endorsement deals, but you can't do that as a college student. Even the future odds of a endorsement deal 3-5 years down the line are pretty remote for most football players, and no apparel provider is going to hold their college's apparel contract against them.
It seems slightly more plausible that it might affect basketball, where there are one-and-done blue chip recruits that might already being eying a pro endorsement deal. But still ... if I wanted a deal with Nike and I thought that an Adidas program was the best place for my development, would I really make a decision based on apparel? It's not like Nike would hold it against me that my school had a contract with Adidas.
