Questions. How did so many multifamily buildings in NYC become rent stabilized? Were the owners offered some kind of tax incentive from the city or state? If an owner sells the property is the purchaser bound to the rent stabilized rules? And lastly how would an owner get out of a rent stabilized agreement with the city/state, can it even be done?
