I'm not sure, but that might be Keith Arneson on the banjo. He is the banjo player for the US Navy's "Country Current" bluegrass group. One hell of a player.

His name is Wayne French, according to whoever posted it on Youtube.

Ugh, that brings back some bad memories. I graduated from "Great Mistakes" in Sept '93. I completly missed the first month of the '93 season, I was so depressed. The Navy I have to say was the worse 2 years of my life.

seeing it for the first time, it's one of those, "Did I really just see that?" things. Surreal, but really neat.
