not that I know of. i'm not in the richest neighborhood. houses are anywhere between 150k - 200k. it's a nice little neighborhood about 5 yrs old.
You'd know if there was a HOA because you'd be paying dues and the deeds would be restricted based on the terms of the HOA, usually by the initial developer.
I took a quick look-see at some Alabama cases and in fact there might be a theory available to you called private nuisance -- basically arguing that the use of their property is unreasonable to the point of being a threat to you to enjoy your property. Things like waking you up in the middle of the night and drunk people around seems like in the right circumstances it might qualify. You can seek injunctive relief (make them shut up) and maybe even damages, in the right circumstances.
You'd need to talk to an Alabama lawyer though. I am not licensed to practice there and so this isn't legal advice. I'd sure not go around threatening it until you knew what you were talking about.
I guess I am advocating talking to a lawyer, or maybe to the City, to take some action before you get a gun because, to my sensibilities, obtaining a firearm to deal with neighbors you know are going to be trouble is basically inviting it to happen one night.
But I'll shut up about it.
