If Im not mistaken each team has a set of schools it has to pick its roster from which would prevent any other teams being able to have former Vols iirc. Someone please correct me if Im wrong.

I believe so many have to be from the assigned region (certain states). Its so they have regional appeal to draw interest.

The AAF is trying to get a local feel to each team which is why each team can only sign players from certain teams
