I only touched on it earlier but if this tactic demonstrably reduces crime, especially in "people of color" areas, it could make for some really uncomfortable discussions in some other cities notable for their high crime. The other thing is there's this perception, one not necessarily discouraged by some politicians and media, that big swaths of the poc population would rather defund law enforcement than be safe. Most people, regardless of who you are, would like to think they are safe in their homes and businesses. When X business just shutters their windows and leaves because it's literally not worth it to try and keep the doors open from criminal activity who does that hurt most in the end? It's not necessarily safe to give Trump credit for being clever but even if inadvertently this sets up a real (read in Trump's voice) "Hello all you fine black and brown people. Your leftist politicians have failed you. Most of you are of course good and fine people but there are those in your community that are not and your government people, your mayor's and DA's aren't doing their jobs and it is you that suffer for it. Look what we've been able to do here in DC and ask yourself if you shouldn't expect better from your community's leadership." take that could resonate.
This isn't a prediction of any kind but just one possible outcome.
