I still don't see how the numbers add up for USC. With a 10 scholarship penalty, they should only be able to sign about 16 recruits. They currently have 24 or 25. The NCAA has no back bone at all if they let them get away with it.

USC can sign a full class this year because of the appeal. The only thing that they have done is postpone the limits starting next year.
