aside from recruiting ray well, what are Well's credentials?

Google is your friend. Experienced smaller school OL coach with strong recruiting ties in middle Tennessee. Had a year with this staff and OL players as a QC. Not a home run hire but he's never actually been to the majors...all good ones start somewhere.

Jones Announces Changes To Coaching Staff - University of Tennessee Official Athletic Site

New salaries for the new/promoted guys...

* Wells @ $300K, or $65,000 less than Mahoney.
* Hoke @ a cool half-million, $96K more than he got at Oregon and $90K more than Stripling.
* Warren @ $450K got a $135K pay raise and will make $55K more than Martinez.
* Canales @ $300K, a $121K raise over what he got at Utah State.
* Scott will reportedly be making around $600K, though I haven't seen anything definitive for him.

Wells is a childhood friend and I'm so happy for him but I must admit that I can understand a little skepticism.

Willie Taggart fired Wells and Sheridan at South Florida. Not sure what to think.

New coaches fire good coaches sometimes. I seem to remember UT firing an OL coach that we all wanted to keep.

I have to say, I'm getting excited about this staff. I'm going to choose to be optimistic about this team's
ceiling over the next couple years.

When a head coach changes his staff it's to secure his own job. If a HC refuses to make changes and results don't improve it's their neck on the block, even when changes are made there's still no guarantees if things don't improve.
