Do you realize that the athletic department wants to report an average of 25-30 secondary violations a year? Granted, this is across the entire department, but reporting secondary violations means two things: 1) It shows the NCAA that your compliance department is running efficiently. Meaning that if you reported no violations, they would be on your campus tomorrow, digging up dirt, to find out what you're covering up. 2) It shows that your coaches are trying. Pushing the limits isn't a bad thing.
Kiffin had, what? 6 violations? That's right on par with what he should be reporting in a year. The only reason it was a big deal was because he was a douche. Meanwhile, Jim Tressell had 250 violations over a ten year period. Nobody said anything about it until tattoogate.
