Well I'd prefer Saban, Meyer, or Bellichick. But if you look at the realistic names, Sumlin is certainly near the top of the list quality wise.

If you mean Kevin Steele, he was 1-31 in conference play as a HC. Yes, you read that record right. Now if you wanted Steele to be involved, Sumlin as HC with Steele as DC would be a great combo.
