Just an idea on personal attacks

I think you since some posters can not refrain from personal attacking you should create a penalty box as in hockey. When they violate the rule put them in the box so everyone sees who's in it. Might be worth a try. First warning your in the box, the second your in the box and then you can not post. After a week or so they can be back to normal status.

who is "etc" and why is (s)he in the box?

Am I getting sent to the box for that?
