i'm sure it's a safety issue more than anything, and they've just taken the stance that "if it's dead, it's dead" and they're not going to open that pandora's box up.If they do it in college I've never heard it mentioned. Have in the pros tho as you said. I dont know if it's a point of emphasis in college.
this is really one of the few types of plays that's left up to the subjectivity of the ref.
