@EasternVol a way to illustrate the effectiveness of my horrible idea is to look at the reality of nuclear capable countries over the last 80 years. Even though other wars and battles are fought no one wants to go nuclear because the damage is too catastrophic and brutal. So, people avoid using those weapons at all costs.

Same is true for people who would know holding americans hostage is a catastrophic and brutal game. They would avoid it at all costs.
