Arkansas does have terrible HS grad rates according to the 2009 Census numbers .. but so does Tennessee.
Arkansas is 44th in the country.. Tennessee is 41st. So as long as we are making broad generalized statements about entire states and their residents, I would call the two populaces "Dumb and Dumber".

You're really not comparing apples to Orange! TN has the burden of Memphis hanging around our neck, really drags down and drives up many of our stats. I've said for years, we should give Memphis to AR. Increasing the average IQ in both states.
