What's the consensus on Heupel's resume including his tenure as HC of UCF in this comparison to Fulmer?

I'm of the mindset that Heupel needs to win a Natty before its a worthy debate.

We may be coming off an all time low, but we're historically a very good program that has elite flashes.
The paradigm has shifted with the playoff, NIL, and the portal. Heupel has already shown how can beat more talented teams, made the playoff, and has recruiting on the precipice of becoming elite.

That before picture is not Jimmy Sexton. I went to UT with him. Lived with him at Gibbs Hall. That was not him. BTW, Jimmy goes to quit a few Tennessee home baseball games. Sits pretty close to me, and no one really knows who he is or bothers him.
