The IC assesses Iran maintains the intention to eventually rebuild/grow enrichment if possible, but has not restarted weaponization.

Officials have noted that while the program was rolled back considerably, some expertise and surviving elements remain, posing "major issues" for long-term monitoring.

Who cares? I don't. A lot of people said that and it is about as naive as you can get. What in Iran's track record would indicate that being true. They have lied, stalled, and obfuscated for decades. And if that was true why now is the biggest sticking point in negotiations their refusal to give up their nuclear ambitions? Let's see, they weren't building a bomb before but we attacked them and made them mad and now they desperately want one, that sounds logical.
People in the same administration disagree all the time. Turns out, Tulsi was wrong.
