No. What the administration is doing is getting the insurance companies to insure the tankers by telling them that their potential loss exposure is limited due to the government reinsurance.

The government reinsures medical coverage too.

Yes. That's what they WERE DOING. To my knowledge, none of this is finalized yet. However, the use of the term "reinsurance" means that there would be primary insurance coverage.
