I know the game can't end on a defensive penalty, it was reviewed upstairs with no flag on the field, so the game also can't end on an "upstairs review" too ?

There was a flag on the field. You can see it during the original celebration during one of the camera shots. You can see the back judge counting and reaching for it in the end zone replay.
