Wait, what bowl game would that be?
Bowl games where tie-ins would allow TN and Clemson to meet at the end of 2016 (i.e. SEC vs ACC bowls):
If both were in the College Football Playoffs:
Chick-Fil-A Bowl (semifinal)
FBS Championship game in Tampa
(Fiesta Bowl semifinal would be very unlikely do to team locations)
New Year's 6:
Orange Bowl (if UT doesn't win SEC Championship but is ranked high enough that the Orange Bowl would choose to select the Vols...meaning TN would not be in the playoffs but also be ranked higher than a non-playoff Notre Dame and the first available, non-conference-champion Big 10 team.)(So UT would have to either have a season where (1) it didn't win the SEC, the SEC champ didn't make the playoffs, and UT was the second-highest ranked SEC team or (2) UT didn't win the SEC, the SEC winner did make the playoffs, and UT was the third highest ranked SEC team so that another team played in the Sugar Bowl...all while still being higher ranked than Notre Dame and the 2nd or 3rd highest ranked Big 10 team).
(While Cotton Bowl is theoretically possible for this matchup, its distance from both makes a matchup's chances very slim...and if I'm correct, it has to pick the highest ranked Group of 5 team this year.)

Citrus Bowl (if Orange Bowl is not in playoffs and selects a Big 10 team as opponent for ACC team)
Pool of 6 bowls:
Gator Bowl (if select ACC team over Big 10 team...have to do 3 from each over 6 years and have already picked 2 Big 10 teams)
Music City Bowl (if select ACC team over Big 10 team...have to do 3 from each over 6 years and have already picked 2 ACC teams)

Independence Bowl
