UT just needs to determine that value and ask Freeze if he wants the job or not? If he wants to mess around then move on. There are other qualified candidates.

Is there any indication that he is "mess around?" Perhaps ut is messing around. Nonstop coverage and chatter doesnt mean anything has actually taken place.
