When you reply on your iphone there is a button that says "Attach". That launches a new tab that looks like the PC screen where you hit "Choose File" which launches an option to go to your photo library and then hit "upload"
One thing I have noticed on Chrome (which is what I use on my phone primarily) is that the "Close Window" button does not work on the image selection screen and you have to manually navigate back to the tab in chrome where you started the post to submit the post.
