Most aren't. When they started it, you had to clash helmet to helmet, and both feet leave the ground. Now, some activist is insisting it apply to all helmet to helmet contact.
The way they see it, the defensive player must avoid head blows at all cost. Is it fair? I don't think so. But if it keeps Junior Seau or Mike Webster type guys from killing themselves in the future? Or it saves the Jim McMahon type guys grey matter and quality of life? Maybe it will be worth it.
