I don't know for sure. 136 people killed in a month and a half is still a very high number.
i did a little digging and it turns out we had 102 times more cops die in the line of duty than the UK did. so the US is more violent in general not just cop vs civie.

Could be. But I know that author has never been in Iceland before, but obviously can tout their "fair" LEOs there.
And let me tell you I have been there. And they don't give a moment's pause before whooping your ass if you look at them wrong. And not just one, but a whole group of them can and likely will put your ass in a hospital and be perfectly legal because you refused to give blood as required for a DUI stop. I saw someone complaining about it in the other thread and there are far worse things than putting a bag over someone's head.
If the author wants to complain about how "bad" American cops are and compare them to other nations, he should at the very least have been to those countries and seen the kind of **** they get away with.

1. In the line of duty does not necessarily entail that other individuals killed them. A cop who has a heart attack while on duty is listed as dying in the line of duty.
2. Maybe British LEO are healthier than American LEO...?
3. I wonder what the contrast is when controlled for deaths due to health and population discrepancies between the US and the UK (I could be wrong, but I'm pretty sure that the US has a much larger population than the UK).

Again, that number does seem abnormally high, but there are no conditional factors listed. But how does that number compare to years past? Is it going up/down? Is it relatively the same? And again, the validity of the situation determines if the shootings were correct or not.
No, the number does not give any credence to the shoot first mentality since there are no historical baselines to go off of.

I think your line for "acting a fool" is way too blurry. I would consider acting a fool along the lines of discharging a firearm 15 times in an area heavily populated by men, women, and children in parked cars. Maybe someone with a CC should have gotten out and shot those cops in the back.
