Intuitively, washing your hands in 91% alcohol is better than washing with 70% alcohol.

Wrong.

The water content in 70% alcohol allows it to evaporate slower allowing the alcohol to work longer on the virus you're targeting. It seems that alcohol must remain on Covid-19 for at least 45 seconds to kill it. Also, cleaning your hands with anything less than 60% alcohol does not do a complete job.
