I wonder how they determined functionality. If you are trying at all you can get a full mag out of a Plock. Seen some reports of more with better materials and know how.
 
What is sinful about a gun or ammo, in and of itself? Especially for the poor who arent likely to have a lot of guns.

All you are doing is limiting new legal owners, not affecting your alleged target audience.

Sadly the poor rarely seem to have their priorities straight. How often do you see an $80,000 vehicle parked outside a single wide?

And if I were you selling to the government I would have them prove they arent functional before I accepted a lower price.

You can point out the weapon that killed Abe if they are hesitant.
 
Because the current gun laws make it ridiculously easy to buy guns in one state and sell them in another.

When my mom taught she asked the kids in her class what they wanted to do when they grew up. One kid said he wanted to draw. A couple others did too. She got excited thinking she had little Picassos on her hands until she figured out they wanted to "draw" like their parents did.

Nothing you have proposed even comes close to targetting the illegal sale. All you are doing is making the legal sale more difficult and expensive. That does nothing to limit illegal sales.

If anything it encourages it. Cut down on the legal supply of guns, and the value of illegal guns goes up. Meaning more criminals will get involved on the illegal sale as they can now make more money than before due to supply issues.

And with the added tax you will push people who would otherwise buy legally to buy illegally to avoid the tax.

You rational and reasonable just encourage illegal behavior and does nothing to punish or limit it.

You are proposing a system of gun rights, only for those who can afford the extra tax. Considering you balk at ID laws for voting that costs 32 bucks for an ID value for 8 years, seems like you wouldnt want an ID for guns. At least if you were consistent. But you arent. On top of that racist requirement for ID, you want to add on additional taxes. Ensuring that only the wealthy have guns, and ammo.
