Most stadiums are like Disneyland for sniper hides and as stated, most stadiums during large events have a tactical team inside the venue. It honestly makes sense to have a purpose built area for that.

Because those places are also huge targets for terrorism...

The other half of that is when you have large scale political rallies (think Trump level and not circle Biden) the Secret Service will want places for their teams. Again, having places identified in advance is helpful.
