He had a gas mask and several devices placed. In this day and age of our surveillance state, it would be darn near impossible for someone to leave explosive devices in a place like NYC without being immediately noticed. It certainly is suspicious.

I wouldn’t bet on it. At best I think they would force registration without waiting 6 months to a year for a stamp. Of course with an inept government agency you may actually never see the stamp anyway.
