I like some of the phrasing the author chooses to use.

“older teenagers”? You mean 18 & 19 year olds?
Those are referred to as “Legal Adults”.

By a 6-3 vote, the justices said the rules – in which government officials had some discretion in deciding whether an applicant would be granted a license – violated the Second Amendment.

Officials had “some discretion”?
They had unilateral authority to decide “actual need”. They could refuse anyone they wanted.
