A “prop gun” loaded is a loaded gun.
It's why one of the first gun safety things you learn is to not point your gun at something you dont want to shoot, even if unloaded.

Granted in a movie setting things are a bit different. Got to wonder if the fear and hatred of guns leading to a lack of awareness with guns, was partially responsible here. Terrible tradegy for all involved.

I don't want to get too far ahead. It might have been a full on malfunction where it shouldn't have been firing at all and a guy with little or no real gun knowledge freaked out and muzzled a couple people by accident.

With two injuries I'm speculating the prop went full auto. (can't say if it was designed to do that or not)
 
No. Your clear and check any weapon ever put into your hands. You alone are responsible for the weapon you are holding.
