At a cost. Venezuela was paying their loans in oil, and had to sell to China and Russia at a reduced rate due to sanctions--thus the "shadow fleets". So, China is losing out on $Billions of loans and has to shop for oil at the going rate.

The bases in Europe were in place to protect Europe from itself, the way I believe Trump is looking at is - you're on your own, meaning each area is separate. (U.S. -> West / Russia -> Central / East -> China)

As far as Europe, they have no cards by themselves... they only have cards if China rejects Trump's plan.

They couldn't sell it anymore. Trump most likely is still rejecting the neocons except when it comes to Israel hence the peace plan there.

General plan at this point which some of this has been batted around for many yeard, Trump won't have to withdraw (Congress approval) from nato if all the other countries withdraw. Israel area will have support from all those in the plan. Norway could be on the bubble.
