according to utsports.com he did wear 28, but I didn't have any luck finding a picture of it. must of only had numbers on the back in those days.

it's documented in the CFHOF as the same number

I believe they didn't wear numbers on the jerseys at that time, so I'm not sure how they have assigned numbers to particular players.
