Just @ followed immediately by the person’s username, no space between the @ and the name. Upper and lower cases don’t matter but underlines and whatnot do.

As you type in the name, there will be a dropdown below with names that start the same way. Once you type in enough letters for the name you want to appear, tap it to select, and there you are.
