That guy looks just like the actor William Smith. If you're old enough to remember he was in the TV series Laredo in the 1960's and guest starred in probably 100 TV series over the years. You may remember him for playing Jack Wilson in the Clint Eastwood movie " Any Which Way You Can ". He was the muscled up guy Eastwood fought at the end.
