I don't think it's that Fulmer's actually declined much. IMO, he's still what he always has been: great recruiter; very average coach. The problem is that that's simply not good enough to win anymore in the power conferences. But success is relative, and there are still plenty of places where that would be good enough to win games. If he's willing to take a job well out of the spotlight, there are places that would be willing to give him a shot.
One question mark, though, is how good a recruiter he would be once stripped of the facilities, atmosphere, exposure, etc. etc. of Tennessee football. I'm not sure how credible he could be in living rooms wearing a Kent State hat and talking about all the players he put in the NFL at Tennessee. And if you take his recruiting prowess away, he doesn't have that much left to offer.
