RavensInsider reports the Baltimore Ravens could bring back WR Derrick Mason and TE Todd Heap at lower salaries. The team wants to get that done.

Top 40 free agents

1. Nnamdi Asomugha, Raiders CB: A Hall of Fame player still in his prime. Rare.

2. Johnathan Joseph, Bengals CB: Hardly Asomugha, but Joseph has Pro Bowl-caliber playmaking skills at a young age.

3. Santonio Holmes, Jets WR: Arguably one of the 10 best receivers in football. Could explode on a pass-first team.

4. Charles Johnson, Panthers DE: There is some concern he’s a one-year wonder, but Johnson’s ability to get to the quarterback stands out in this class.

5. Zach Miller, Raiders TE: One of the most complete tight ends in football just entering his prime.

6. DeAngelo Williams, Panthers RB: He can play all three downs and is effective in any down and distance situation.

7. Cullen Jenkins, Packers DL: A versatile lineman that can disrupt on all three downs.

8. Marshall Yanda, Ravens G: Position flexibility and toughness will make this unknown player rich.

9. Ahmad Bradshaw, Giants RB: A wildly underrated playmaker who has improved dramatically in his career.

10. Sidney Rice, Vikings WR: No. 1 receiver skills, but plenty of risk here.

11. Tyson Clabo, Falcons T: Plug him in as your right tackle for at least a few years.

12. Doug Free, Cowboys T: Surprisingly good play in 2010 will make him costly for the Cowboys to keep.

14. Ray Edwards, Vikings DE: How will he fare without Jared Allen and the Williams Wall attracting attention? May get overpaid.

16. Matt Roth, Browns LB: A complete outside linebacker that still hasn’t uncorked his pass-rushing potential.

17. Davin Joseph, Bucs G: A lot of different opinions out there on Joseph. He’s a mauler in the run game.

18. Aubrayo Franklin, 49ers DT: A quick solution for teams needing a run stopper. Perhaps a late career Pat Williams.

19. Brandon Mebane, Seahawks DT: Plenty of upside for this run stopper. A boom or bust pick.

20. Eric Weddle, Chargers S: A lot of teams need a safety that can cover.

21. Mathias Kiwanuka, LB/DE: If not for his neck injury, he’d be ranked in the top five on this list. Worth a gamble.

22. Robert Gallery, Raiders G: A more-than-capable starter at guard.

23. Antonio Cromartie, Jets CB: He’s never going to be better than he was for Rex Ryan, and he wasn’t that good then.

24. Kevin Boss, Giants TE: The poor man’s Zach Miller. He’s easily better than half the starters in the league because of his complete game.

25. Justin Blalock, Falcons G: Young starting guards tend to get overpaid in free agency.

26. Barett Ruud, Bucs LB: Perhaps he’s not a huge playmaker, but you’ll get leadership and production from Ruud.

27, Harvey Dahl, Falcons G: If you want to inject your line with a little nastiness, Dahl is your guy.

28. Steve Smith, Giants WR: Like Kiwanuka, he’d be far higher (top 10) if not for any injury. A worthwhile risk because he should be great in 2012 and beyond.

29. Stephen Tulloch, Titans LB: Can do a lot of things as a starting linebacker.

30. Paul Posluszny, Bills LB: The Bills seem serious about keeping him.

31. Roman Harper, Saints S: He’s not great in coverage, but don’t let one playoff game fool you. Harper is a quality starter.

32. Jason Babin, Titans DE: A tricky evaluation coming off a career year.

33. Carlos Rogers, Redskins CB: He’s shown flashes, but struggles with consistency. The right coach could make a big difference.

34. Matt Hasselbeck, Seahawks QB: Can still play at a high level if surrounded by the right piece. Not a long-term solution.

35. Santana Moss, Redskins WR: Still highly productive. A smart player.

36. Jermon Bushrod, Saints T: Probably worth more to the Saints than anyone else, but a league avearage left tackle. That has value.

37. Steve Breaston, Cardinals WR: An injury risk but speed kills. He could make a big difference to a wideout group.

38. Ronnie Brown, Dolphins RB: Can handle short-yardage and third downs equally well. Still plenty of value as a rotational back.

39. Darren Sproles, Chargers RB: Reggie Bush’s skill set (or better) without the drama.

40. Matt Light, Patriots T: A fine short-term solution for teams needing blind side help.

I guess Carson was serious when he said he would retire. Its been reported that he has informed the Bengals that he has filed for retirement.

Glad to see Mark Hezlich signing with the Giants....even though I hate the Giants, it a good comeback story.

Cincinnati Bengals' Carson Palmer still not available, owner says - ESPN

CINCINNATI -- Bengals owner Mike Brown insisted on Tuesday that he won't trade quarterback Carson Palmer, who wants to leave one of the NFL's least-successful franchises.

Palmer, who has four years left on his contract, told the team in January that he would retire if he's not traded. The Bengals have only two winning seasons in the last 20 years, one of the worst stretches of futility in league history.

Brown said the club will move on without its franchise quarterback. The Bengals plan to hold their first training camp workout Saturday in Georgetown, Ky.

"I honestly like Carson Palmer," Brown said. "He was a splendid player for us. He's a good person. I wish him well. And he is retired. That is his choice. ... I'm not expecting him to be back."

Asked why he wouldn't trade the 31-year-old Palmer and get some draft picks in return, Brown said it was a matter of principle.

"Carson signed a contract. He made a commitment. He gave his word," Brown said. "We relied on his word. We relied on his commitment. We expected him to perform here. He's going to walk away from his commitment. We aren't going to reward him for doing it."

Brown doesn't appear to be bluffing, either. The Bengals have told every team that has called about Palmer that they will not trade him, a league source told ESPN NFL Insider Adam Schefter.

Brown has traditionally taken a hard line on players trying to leave. Receiver Chad Ochocinco unsuccessfully lobbied for a trade three years ago, but Brown refused. Ochocinco has one year left on his deal, but is hoping to be released in the next few weeks.

Brown and coach Marvin Lewis declined to say anything about Ochocinco on Tuesday other than that he's under contract. The Bengals picked receiver A.J. Green in the first round of the draft, giving themselves his eventual replacement.

The Bengals drafted quarterback Andy Dalton in the second round last April. Brown indicated on Tuesday that he'll be the starter heading into camp, even though he hasn't been able to work with coaches because of the NFL's lockout. Jordan Palmer -- Carson's younger brother -- is the only experienced quarterback on the roster.

Brown said the team will look for another veteran, but will give Dalton a chance to win the job.

"We think he is promising for our future," Brown said. "Yes, he'll have teething problems. It won't be altogether easy for him all the time. But we're going to put him in there. If he can do it, we're going to go with him. And I hope he can manage it."

Dalton arrived at Paul Brown Stadium in the afternoon, accompanied by an assistant coach, and went inside for meetings.

The Bengals are coming off a 4-12 season that included 10 straight losses. Carson Palmer told the team he wouldn't be back after Lewis decided to return even though Brown promised no significant changes in how the organization is run.

The Bengals originally planned to have players report at Georgetown College -- a 90-mile drive south of Cincinnati -- on Wednesday and have their first practice a day later. They pushed the schedule back by two days.

Players visited the stadium throughout the day, getting playbooks and meeting briefly with coaches who were busy trying to contact college free agents. Cincinnati has one of the NFL's smallest front offices, making a hectic time even more challenging.

"It's been a crazy day," offensive line coach Paul Alexander said. "In fact, all the linemen came through and I was able to spend about one minute with each guy and then, `Get out of here, I've got to go try to sign some college free agents."

Brown, who functions as the team's de facto general manager, was pleased to have everything up and running again.

"We're like Snow White and the Seven Dwarves -- high ho, high ho! -- with the spirit over there today," Brown said.
