If he hadn't played at all I think there might be an argument let him get around sitting out, but since he apparently did play in two games in 2018, NCAA would probably give him a medical waiver to get that year back, but since he is transferring out, I don't think he's going to meet any of the trasfer terms necessary for immediate eligibility.

If Fields is transferring from Georgia and appealing to the NCAA to be eligible in 2109, shouldn't the same thing apply for Solomon if Fields is granted a waiver?

It's going to depend on their reasoning behind asking for the waiver, but if fields is going to argue "The transfer is due to documented mitigating circumstances that are outside the student-athlete’s control and directly impact the health, safety and well-being of the student-athlete" like Shea Patterson did to transfer from Ole Miss, then he better have a better reason than, "could not clinch starting QB spot."

I think Solomon will get a medical-redshirt for 2018 and get his year of eligibility back, but I don't know think the NCAA is going to set precedent by waiving the transfer rules for him because he got hurt, and then decided he wanted to transfer.
